Mr. Roland W. Carter serves as Vice President of CALIBRE’s Resource and Force Management Domain. Headquartered in Alexandria, Virginia, the domain is comprised of professionals who provide functional knowledge and specialized skills with a particular focus on program & operations management, and financial & cost management.
With more than 39 years of experience in the Defense market, Mr. Carter has established himself as an expert in force management analysis; capital investment planning; and integration of planning, programming, budgeting, and execution systems (PPBES). As a result of his efforts, CALIBRE supports mission-critical systems and changing customer responsibilities through an integrated approach that combines functional knowledge, specialized skills and experience, and relevant technology to promote customer success.
Mr. Carter served for 28 years as an officer in the U.S. Army in a number of command and staff positions. Key assignments include the Office of the Deputy Chief of Staff of the Army, G8 as Chief, Manpower and Force Program Analysis and Office of the Deputy Chief of Staff of the Army for Personnel (ODCSPER) as Executive Officer and Division Chief.
Mr. Carter received his B.S. in Engineering from the United States Military Academy and a M.S. in Operations Research and Systems Analysis from the Naval Postgraduate School.
