The Challenge...
There are limited and sometimes reduced resources available to achieve the greatest
return on investment and prolong the useful life of land and real property assets. Government
organizations at the federal, state, and local levels are responsible to tax
payers, and commercial concerns are responsible to owners, to ensure land and
real property assets are properly maintained and managed. An effective
sustainment program includes distress and environmental assessment, modernization,
and management of lands and other assets throughout the continental United States. In
particular, military installations and associated lands are strategic assets
that are vitally important to national security and to the success of the current
defense transformation.

CALIBRE, a center of installation and land management expertise, provides value
to customers for sustainable management of physical and land assets, as well
as natural and cultural resources. Our expertise centers around two aspects
of real property stewardship: 1.) mitigation strategies that allow our customers
to holistically and proactively manage the impact of environmental regulatory
compliance on essential facilities, such as business and training facilities
critical to the missions of all government organizations and 2.) restoration
and modernization of existing real property assets.
CALIBRE has significant, demonstrated capabilities that support installation
and land management, including land management planning; sustainable training
range management; encroachment analysis & mitigation/land capacity analysis;
installation readiness & impact analysis; and land asset
use inventorying, cataloging, & presentation.
- Land Management Planning: CALIBRE offers skills to develop a complete "picture" of the intended use of large and small parcels of land. Numerous considerations, including land use, must be integrated in terms of time, cost, and consequences or outcomes. CALIBRE routinely brings divergent aspects of plans and operations into one efficient and effective program.
- Sustainable Training Range Management: CALIBRE offers program
development, budget formulation, execution tracking, and capital construction
planning for ranges. We believe application of the newest and most innovative
science and resource management techniques is critical to reaching sustainable,
effective solutions. Our partnerships with other companies and academic
institutions allow us to bring to bear robust scientific capabilities in endangered
and threatened species sustainment, and for mitigation studies that can help
federal, state, and local agencies develop and implement effective land management
strategies.
- Encroachment Analysis & Mitigation/Land Capacity Analysis: CALIBRE
offers premier services in Integrated Training Area Management (ITAM), including
technical support, training requirements integration, and land rehabilitation
and maintenance. CALIBRE conducts original research and develops public
outreach and involvement programs that focus on communities proximate to military
ranges to provide information and promote community understanding. We
are experts in optimizing land management use, having developed methodologies
that address specific environmental requirements and land carrying capacity
challenges both in the continental United States and overseas. In addition,
our staff has developed integrated, context-sensitive land management planning
and decision support tools. CALIBRE assists customers in predicting the
carrying capacity (relating training load, land condition, and land maintenance
practices) of lands to withstand complex and intense activities, and in implementing
cost-effective maintenance programs aimed specifically at inherently land-damaging
activities.
- Installation Readiness & Impact Analysis: CALIBRE has
developed an extensive array of objective criteria against which installation
readiness to provide essential services can be measured. These criteria
are routinely applied to help drive targeted investment actions that result
in improved operations and sustainability. Cost estimating relationships
are then derived from an in-depth analysis of results achieved in relation
to previous expenditures. These actions result in quantifiable justification
for required investment and improvement in overall operational readiness.
- Land Asset Use Inventorying, Cataloging & Presentation: CALIBRE
offers map production, data development and acquisition, spatial analysis,
technical support, central data repository, and visualization data production
services. These data and techniques have many applications, including
supporting sustainable range management through an enterprise system that incorporates
compliant data, custom applications, and highly trained staff. In addition,
CALIBRE has inventoried active and inactive ranges worldwide, and developed
a prototype system deployed aboard ships that allows naval planners to use
digital land map overlays on ocean surfaces for naval gunfire practice. We
focus the use of Geographic Information System (GIS) products in practical
applications that add value in constrained resource and physical environments.
- Installation Facility Management: CALIBRE provides engineering
and management consulting, public infrastructure and facilities reviews, and
