The demands of performance-based management in both government and commercial environments require capital asset planning and investment control, budget and performance integration, improved financial management and expanded use of electronic information interchange. Management and technology must combine effectively to produce the outcomes that help customers achieve their goals and objectives. Customers need to develop business intelligence from available data to support good decision-making. They need the appropriate metrics and indicators that allow them to see where they have been, where they are now, and project with confidence where they will be in the future. They need the ability to translate strategic goals into measurable objectives and maintain the alignment of tactical plans to strategic goals and objectives.

CALIBRE offers a comprehensive, systems and enterprise-oriented approach to the management of programs, projects, and operations. We partner with our customers to develop and document a systematic process for program management which links scope, schedule, and cost objectives; provides for the establishment of baseline plans, and uses earned value management to track and control execution of programs. We also work with our customers to tailor an appropriate set of best practice standards and technology standards to govern program and operations management.
CALIBRE has significant, demonstrated capabilities in management analysis & program assessment; performance management & budget integration; performance-based contracting; force management analysis; and integration of planning, programming, budgeting, and execution systems.
- Management Analysis & Program Assessment: CALIBRE assists with developing and/or acquiring information to identify alternatives and evaluate them against desired outcomes. We realize that the quality of the information we provide for a decision-maker directly affects the quality of the decision made. We then follow through with the establishment of realistic performance, cost, and schedule goals for a selected alternative.
- Performance Management & Budget Integration: CALIBRE provides services to develop performance management systems for organizations desiring to achieve their strategy and objectives by measuring performance outcomes and tracking performance results. CALIBRE's staff provides training and technical assistance in developing performance metrics aligned with organizational goals and objectives. Additionally, we assist in developing supporting information systems for reporting, displaying, and analyzing performance information. CALIBRE provides services to organizations implementing the government's budget and performance initiative - developing performance measures, linking them to organization objectives, monitoring
performance and tracking results, linking performance and cost data, and improving budget development through analysis of cost and performance data.
- Performance-Based Contracting: CALIBRE assists with the
development of Performance Work Statements and with the estimation of costs
for both Performance-Based Contracting (PBC) and privatization efforts. Our
expertise has been sought by the federal government to outline requirements
for oversight and for the Quality Assurance and Surveillance Plan (QASP). CALIBRE
institutionalized the Environmental Services Cooperative Agreement (ESCA) and
PBC processes prior to the implementation of the BRAC 2005 round, accelerating
the transfer of over 100,000 acres of BRAC and Excess installations properties.
- Force Management Analysis: CALIBRE offers departmental-level analyses of major force programs and structures, using models and analysis to determine organizational, personnel, and skill requirements based on validated capabilities. Our support to the Total Army Analysis (TAA) process, with its related force structure analysis, is a primary example of our support to complex organizational requirements in a changing environment.
- Integration of Planning, Programming, Budgeting & Execution Systems: CALIBRE has a long, successful history of providing superior planning, programming, budgeting, and execution support services. This includes our work on the Standard Study Number - Line Item Number Automated Management Integration System (SLAMIS) and our current work to transform the US Army's PPBES into an enterprise system that consolidates and shortens business practices and processes, integrates core and supporting systems, and facilitates better resource analysis, allocation, and justification. Our approach is directed at accelerating agency implementation of performance-enhancing, transformational programs and initiatives.
