Mr. Roland W. Carter serves as Senior Vice President, Operations, at CALIBRE. Headquartered in Alexandria, Virginia, Mr. Carter advises and assists leadership in overseeing seven business Domains that provide functional knowledge and specialized skills with a particular focus on program & operations management, financial and cost management, logistics analysis and management, and training range and installation environmental sustainability. Mr. Carter also advises and assists in overseeing the activities of the Vice Presidents, Business Development.
With more than 41 years of experience in the Defense market, Mr. Carter has established himself as an expert in force management analysis; capital investment planning; and integration of planning, programming, budgeting, and execution systems (PPBES). As a result of his efforts, CALIBRE supports mission-critical systems and changing customer responsibilities through an integrated approach that combines functional knowledge, specialized skills and experience, and relevant technology to promote customer success.
Mr. Carter served for 28 years as an officer in the U.S. Army in a number of command and staff positions. Key assignments included the Office of the Deputy Chief of Staff of the Army, G8 as Chief, Manpower and Force Program Analysis and Office of the Deputy Chief of Staff of the Army for Personnel (ODCSPER) as Executive Officer and Division Chief.
Mr. Carter received his B.S. in Engineering from the United States Military Academy and a M.S. in Operations Research and Systems Analysis from the Naval Postgraduate School
