Charles J. Fowler
Vice President, Installation Operations Support

Mr. Charles J. Fowler serves as Vice President of CALIBRE’s Installation Operations Support Domain.  He leads business Directorates that provide functional knowledge and specialized skills with a focus on military installation range land management and base operations support.

With more than 36 years of experience in the Defense market, Mr. Fowler has provided leadership and fiscal management over major Army units, and programs and projects at every organizational level across the Department of Defense, Department of the Army, Army Commands and installations.  He has established himself as an expert in individual and unit training, training land management, logistics, and resource management.  As a result of his efforts, CALIBRE provides mission critical support at numerous locations nationwide in areas which include on-site unit combat training, Integrated Training Area Management (ITAM), Range and Training Land Program (RTLP) management, Sustainable Range Program (SRP) support, Combat Training Center (CTC) support, and Geographic Information Systems (GIS) analysis and support.

Mr. Fowler served for 26 years as an officer in the U.S. Army in a number of command and staff positions.  A combat veteran, he has served in key assignments including leadership and command positions in the 1st, 3rd and 24th Infantry Divisions; Headquarters Department of the Army G4, Chief of Supply Policy; and Office of the Director of Army Budget, Program Budget Committee Executive Officer.

Mr. Fowler received his B.S. in Biology from Penn State University, an M.B.A. in Financial Management from the Amos Tuck School of Business at Dartmouth College, and an M.S. in National Resource Strategy from the Industrial College of the Armed Forces at the National Defense University.
