CALIBRE offers a comprehensive, systems and enterprise-oriented approach to the management of programs, projects, and operations. We partner with our customers to implement a systematic process for program and operations management which links scope, schedule, and cost objectives; establishes baseline plans; and uses earned value management to track and control program execution. We tailor best practice and technology standards to govern program and operations management.
Acquisition Process Improvement Support
CALIBRE has provided enhanced acquisition program visibility analysis; reporting and oversight to implement IT-based enterprise solutions; and knowledge management capabilities for our customers. We support the study, analysis, development, and implementation of architectures, governance systems, and knowledge management systems to enable enhanced and expanded analytical capabilities within advanced collaborative environments. Our support to the Assistant Secretary of the Army for acquisition, logistics, and technology provided program management, business process re-design, and enterprise design services for a complex and evolving organization and included development of an Acquisition Domain Transformation Enabling Strategy. We have established and supported an Acquisition Enterprise (AE) Architecture Management Program (AMP); developed artifacts consistent with the DoD Architecture Framework (DoDAF); and helped define policies, procedures, and metrics needed to monitor, analyze, quantify, validate, and report on progress in attaining established architecture goals.
Base Realignment and Closure (BRAC) Support
As organizations implement BRAC-related requirements, attention to planning, and resource management is important to reduce risks. CALIBRE supports BRAC and post-BRAC execution using management and technology solutions that simplify, modernize, and optimize support. Our service offerings include resource management, planning and scheduling, environmental strategies, MILCON planning, community interactions, and property transfer. CALIBRE staff worked with the Department of the Army to help the Assistant Secretary of the Army for Installations and Environment develop the strategic goals and oversight processes for BRAC 2005. We also provided implementation coordination and support for BRAC actions by preparing and distributing an information package as part of the Army’s “One Voice” approach; staffing a BRAC Tactical Operations Center within the BRAC Division to receive, route, track, and respond to questions about BRAC 2005; and providing support to the individual installation BRAC activities.
Facility Asset Management
CALIBRE offers expertise in facility asset management, condition assessment, resource allocation and budget execution, productivity enhancement, and process improvement in the fields of physical asset planning, construction, operation, and maintenance.
CALIBRE’s Facility Asset Management service offerings include, but are not limited to:
1) Knowledge-based Engineered Management Systems (EMS) facility assessments training; 2) Conventional MO-322 deficiency-based facility assessments training;
3) Life cycle assessments; 4) Specialized assessments for site facilities (to include structures and utilities); 5) Engineering studies; 6) Mission Dependency Index (MDI) surveys; 7) Military Construction (MILCON) Special Project Planning Documentation (DD Form 1391); 8) Construction cost estimates, budget and parametric cost estimates;

Force Management Analysis
CALIBRE offers service-level analyses of major force programs and structures, using models and analysis to determine organizational, personnel, and skill requirements based on validated capabilities. CALIBRE’s success with the Total Army Analysis (TAA) process demonstrates our ability to support complex organizational requirements in a changing environment.
Installation Management and Reporting
CALIBRE supports the U.S. Army’s future base investments by providing the ACSIM and Army Staff (ARSTAF) with macro-level information upon which to base resourcing decisions. CALIBRE provides HQDA, ARNG, IMCOM, and ISR reporting organizations with a macro-level evaluation of the quality and quantity of real property assets, natural infrastructure, and support services.
Integration of Planning, Programming, Budgeting, and Execution Systems
CALIBRE provides training and technical assistance in developing performance measures, linking them to organization strategy and objectives, monitoring performance and tracking results, linking performance and cost data, and improving budget development through analysis of historical cost and performance data.
Performance-Based Acquisition Support
Government agencies now require contractors to share in the responsibility to perform work on time and within budget. A key development in this new relationship is the use of performance-based contracting (PBC). CALIBRE has provided extensive, first of its kind PBC services to federal agencies and private organizations over the last decade.
Property Transfer Services
CALIBRE provides environmental services to support real estate transfers, including Phase 1 and Phase 2 site investigations, site characterizations, site remediation, brownfields development, Geographical Information Systems (GIS) support, and expert witness litigation support. Our support for BRAC 2005 contributed to the transfer of over 100,000 acres of excess installation land to commercial and local government ownership, and privatization of environmental cleanups, that have resulted in a 37% savings over the initial estimates.
Management Analysis and Program Assessment
CALIBRE helps develop and acquire information to evaluate program status against baseline plans, identify and report trends, and isolate potential problems early in the program life cycle. CALIBRE provides expertise in Clinger-Cohen Act compliance and assists with select / control / evaluate phases of the IT Investment Management process. We provide planning and technical support for compliance with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d).
Meeting and Event Planning
CALIBRE offers planning, design, and staging of audio-visual components for large audiences. We plan and conduct Lean Six Sigma (LSS) rapid improvement events that provide workshop settings for real-time analysis and improvement of business processes.
Real Property Inventory Management
The Federal Government manages an inventory of real properties having a replacement value of more than $1.5 trillion. CALIBRE helps decision makers make prudent asset management decisions to retain needed or dispose of unneeded real property.
Training and Curriculum Development
CALIBRE designs, develops, and delivers classroom and individual instruction using the Instruction Design (ISD) model. CALIBRE also provides instruction for commercial trades delivered through 170 International Training Institute centers and formal classroom instruction for the Working Capital Funds program.
