Improving the performance of the federal government across all departments and agencies requires rethinking how the business of government is actually accomplished. Initiatives such as the President’s Management Agenda and the Office of the Secretary of Defense (OSD) Business Management Modernization Program (BMMP), are calling for increased effectiveness and efficiency of government operations to counter perceptions of waste and mismanagement, ensure that tax dollars are spent wisely, and produce outcomes that citizens regard as positive and helpful.

CALIBRE has used Systems Thinking techniques, models, and simulation tools to assist customers in achieving a better understanding of the consequences and resource demands of their current business practices and to identify alternatives that can improve decision-making, communications, resource stewardship, and performance.

The ever-changing nature of the federal government produces unique and complex challenges. How do management decisions really affect an organization? Often the intended consequences of a decision are understood, but what about the unintended consequences? What if it were possible to "test drive" decisions in a risk-free, simulated environment where all the impacts of decisions can be seen instantly? Management Simulation provides this capability.

Management Simulation allows decision makers and their staffs to quickly understand and predict the full implications of their decisions. It helps build consensus, conceptualizes problems in a new light, and facilitates group understanding of the root causes that interact and influence an organization's environment. CALIBRE is offering workshops that introduce the concept of Management Simulation for the analysis of policy, strategy, and decision-making in the federal government. Participants gain a solid grounding in the principles of Systems Thinking made popular by Peter Senge's book The Fifth Discipline, and recently featured in the October 2003 issue of Government Executive magazine. The workshop focuses on how to apply the theories of The Fifth Discipline, introduces an easy-to-use stock and flow modeling language, and teaches attendees the process of building simulations using ithink™ software. Participants are encouraged to work on issues of their own choice, and each workshop is staffed with knowledgeable and experienced Systems Thinking facilitators.

In this three-day seminar, the following topics will be covered:
  • The importance of understanding factors that govern performance in an organization

  • The systems approach to core management

  • The basic concepts of Systems Thinking

  • Conceptualizing a dynamic business issue using causal loop diagrams

  • How real life management issues have been solved using Systems Thinking

  • Model building

  • The "Management Simulator"

Attendance is strictly limited to 20 individuals per session. Substitutions may be made at any time by notifying CALIBRE. Payment must be made by registration deadline. Cancellations up to 10 calendar days of workshop start date are subject to a $150 administrative fee. If an individual withdraws within 10 calendar days of the workshop start date or fails to show up for a workshop, that individual is responsible for the full registration fee.




Executive Seminars

These seminars are hosted by CALIBRE to familiarize executives with the advantages of using the Systems Thinking approach in a variety of business management challenges. Each seminar is approximately a ½ day in length and can be held at CALIBRE's facilities (near the Franconia-Springfield stop on Metro's blue line) or we can come to you. These events are scheduled upon request and there is no charge for government officials.

Consulting Services

CALIBRE offers a wide range of consulting services in Systems Thinking and specifically, Management Simulation.

Through our services, we help customers address challenges such as:

  • Business process reengineering projects and process improvement efforts
  • Integration of complex processes across a business area
  • Balanced scorecard formulation
  • Achieving buy-in from stakeholders at the beginning of a difficult project

Our services can range in length from one month to one year depending on the complexity of the project and desired deliverables.

A typical Systems Thinking engagement scenario is outlined below:

  • Individual interviews with Subject Matter Experts (SMEs)
  • Development of a preliminary Systems Thinking model using ithink™ software
  • SME group facilitation and refinement of the ithink™ operational model
  • Iterative simulation runs with the ithink™ model, followed by review by the SMEs, and further refinement and adjustments
  • Deliverables are tailored to the needs of the customer and can include:
    • ithink™ simulation for future use by the customer
    • Report highlighting the findings and recommendations resulting from the Systems Thinking engagement and analysis from the ithink™ simulation
    • Recommended future actions to implement changes and improvements identified by the Systems Thinking engagement
